No, Wazifa is not shirk. Many Muslims confuse Shirk with various practices that is include Wazifa. It is crucial to understand what shirk truly is the sin of asking for help or considering power in anything or anyone other than Allah. Wazifa is on the other hand a act of seeking help from Allah through repeated recitation of Quranic verses and Duas. Reading the Quran or Quranic Ayat repeatedly is certainly not shirk. Wazifa is a form of worship and Duas asking help from Allah. Therefore, when we practice correctly, Wazifa within the circle of Islamic teachings and is not considered shirk.
